A Face in the Crowd

GovFreshGovFresh is a great new web service which aggregates live feeds of official news from U.S. Government Twitter accounts, YouTube channels, RSS feeds, Facebook pages, Flickr photostreams and more, all in one place. It is one of a new class of interactive Government 2.0 services, portals, and tools – many of them just launching in 2009 – which have the potential of revolutionizing the way citizens get and share information about their government.  (I mention several others below.)

At a time when the Iranian people are battling to keep their access open to Twitter, Facebook, and even phone lines in order to mobilize their anti-dictatorial protests, it is heartening that individuals in the United States and many other corners of the world find their governments increasingly willing to share information widely.

Luke Fretwell is GovFresh’s founder, and he’s becoming a welcome new voice in the debates around government technology policy. Luke recently wrote a blog post arguing “Why Gov 2.0 means the U.S. Government must centralize its Web operations.” A heated debate arose in the comments, including my own strenuous disagreement, and yet I became a fast admirer of Luke, his entrepreneurial energy, and the site’s information value.

GovFresh has been running a great series of profile-interviews in its blog section of leading individuals in the “Gov 2.0” movement, and today I was the chosen subject. The article has the unfortunately exaggerated title (in my case): “Gov 2.0 Hero Lewis Shepherd.”  Here’s an excerpt:

What’s the killer app that will make Gov 2.0 the norm instead of the exception?

Can’t tell you because we’re building it in the lab right now, ha! Seriously, the killer app may be something big and powerful, from an enterprise perspective, though I’d put the odds on something less obvious, but more pervasive. Here’s what I mean. I think often about the roots of the original Progressive movement at the dawn of the 20th Century, and their advocacy of direct-vote referendums, championed by Hiram Johnson and the like. Those give the people a direct say over particular issues, but the downside is that “the people” don’t always exercise informed judgment, and popular opinion can be manipulated and swayed by malevolent interests. So I’m looking to Gov 2.0 capabilities that maintain the representative aspect (the elected official, exercising his or her judgment) while incorporating real-time, structured, unfiltered but managed visualizations of popular opinion and advice. I’m intrigued by new services along these lines like www.you2gov.com, www.govfresh.com, www.govtwit.com, and the like, but I’m also a big proponent of semantic computing – called Web 3.0 by some – and that should lead the worlds of crowdsourcing, prediction markets, and open government data movements to unfold in dramatic, previously unexpected ways. We’re working on cool stuff like that.

At the end of the full interview, I observed that “You can’t watch what’s gone on with social software use in Egypt’s Facebook Revolution, our own 2008 campaign, or Iran’s election protests, without feeling that Patrick Henry and Thomas Jefferson would have been prolific twitterers with awesome blogs.”

In the spirit of empowering the people, instead of lauding one person, I’d like to thank GovFresh for the Hero honor but share the title with those I have worked with in the past few years, and with everyone else around the world engaged in the Gov 2.0 movement – whether they realize that’s what they’re doing or not.

Cuil’s Hockey-Stick Decline

The new Cuil search engine, which was the beneficiary of a lot of buzz just two weeks ago, is not yet showing evidence of viral growth, according to new stats from Hitwise tracking service. Quite the contrary.

In fact, in the last few days Cuil has only ranked 34th among all search engines surveyed. 

Admittedly, it’s very early, too early to dismiss them (StartupMeme.com says “Cuil made a fool of itself“).  

Cuil has a cushion of VC funding to pursue the long slog. 

But they’ll never get better press and more media attention than they did over the last 10 days, and despite that I’d venture to say that Cuil’s carving its way into the wrong end of a “long tail.” 

Hey, folks at Cuil: you’re holding the hockey stick the wrong way!

Mutual Interest: Microsoft and Startups

Short post to make up for the long one on robotics earlier today – just to point out the good SF Chronicle story today on Dan’l Lewin, Microsoft’s lead guy in the Valley itself – he “oversees Microsoft’s global relationships with venture capitalists, startups and Microsoft technology partners as well as industry and community organizations in Silicon Valley.”  I was a user of his group’s great online presence, the Microsoft Startup Zone, before I ever met Dan’l.

A telling quote in the story, from founder/CEO of mobile startup Loopt: “”Were it not for Dan’l – if we just knew Microsoft by reputation – I don’t think we’d be working with them nearly as closely as we are.”

New Report on Homeland Security’s S&T Directorate

Fact: “The Directorate of Science and Technology is the primary organization for research and development (R&D) in the Department of Homeland Security. With a budget of $830.3 million in FY2008, it conducts R&D in several laboratories of its own [and] funds R&D conducted by industry, the Department of Energy national laboratories, other government agencies, and universities.”

Analysis: The quote above comes from my hot-off-the-press copy of the new Congressional Research Service report (a pdf version here) on the Department of Homeland Security’s Science and Technology Directorate. Bottom line: CRS notes that “Congress and others have been highly critical of the directorate’s performance. Although recent management changes have somewhat muted this criticism, fundamental issues remain.” 

By the way, you’ll get a special bonus for reading to the end of this post, derived from an obscure footnote in the report.

The report is being reported in short-hand in the Beltway technology media, as criticizing DHS S&T for not being receptive to industry.  “DHS Directorate Elusive, CRS Report States,” is the headline in Federal Computer Week. The sister pub WashingtonTechnology has the same story with a different head: “CRS: DHS Directorate Lacks Collaborative Spirit.”  And yes, the report does detail the poor job DHS does at providing an open door to new ideas and technologies from the private sector.

But there’s a lot more in the report and it deserves more thoughtful reading & reporting, as it goes into some detail into the difficulties in bringing powerful and effective new technical and scientific approaches to bear for homeland defense and the war on terror.

Seeking Business Intelligence

I had breakfast this morning with Gartner’s Lisa Gross and we were able to talk about her continuing work in support of my old haunts – the agencies of the Intelligence Community. She’s first-rate at understanding the IT needs of large-scale government enterprises, and has always been known as a trusted adviser for CIOs, CTOs, and senior IT executives across many federal agencies.

I was recounting to her that when I first started at Microsoft (oh these many weeks), I was ecstatic at finding on our corporate intranet seemingly total unfettered access to Gartner research reports and white papers (along with similar access to Forrester research and reports).  The mother lode!
