Increasing Jointness and Reducing Duplication in DoD Intelligence

Today I’m publishing an important guest-essay, with a brief introduction.  Last month the Wall Street Journal published a 12-part online series about college graduates and their paths to success, featuring surveys and input from job recruiters. One thing caught my eye, at least when blogged by an acquaintance, Prof. Kristan Wheaton of the Mercyhurst College Institute Of Intelligence Studies. The WSJ’s study included a look at recent graduates’ job satisfaction in their new careers, and as Prof. Wheaton strikingly put it in his own blogpost:

Intelligence Analysts are Insanely Happy.” 

I’m pretty sure that’s not really true by and large; Prof. Wheaton seems slightly dubious as well. Many readers of this blog are intelligence analysts themselves, so I’d love to hear from you (in comments or email) about your degree of giddyness….

We all know that the intelligence-analysis field as currently practiced in U.S. agencies bears many burdens weighing heavily on job satisfaction, and unfortunately weighing on successful performance.  Our youngest and our most experienced intelligence analysts have been battling those burdens. 

One analyst has now put constructive thoughts on paper, most immediately in response to a call by Defense Secretary Bob Gates asking DoD military and civilian employees to submit their ideas to save money, avoid cost, reduce cycle time and increase the agility of the department (see more about the challenge here).

Slate of the Union Day

Today is “Slate of the Union” day, when the two most charismatic individuals in recent American history go on stage and attempt to reclaim mantles as innovators. I’ll leave aside the fellow with lower poll numbers for now (President Obama). More eyes in the tech world will be watching as Steve Jobs makes his newest product announcement, the Apple tablet/Tabloid/iSlate thing iPad (it’s official).

Back in the late 1980s I worked for the legendary “Mayor of Silicon Valley” Tom McEnery (he was actually the mayor of San Jose), and we did many joint projects with Apple, particularly with CEO John Sculley, a great guy.

The Purple History of Intelink

When I first began talking with DIA CIO Mike Pflueger and Deputy CIO Mark Greer in the fall of 2003 about the work I’d be doing with them inside government, most of the ideas were big ones: let’s re-architect the DoDIIS enterprise, let’s find and deploy revolutionary new analytical software. One of our thoughts was a little one, but for me personally it turned out to be a most valuable project. They let me pull together a panel for the upcoming 2004 DoDIIS Conference called “Geeks and Geezers,” featuring some of the grand old names of intelligence technology. The panel was a success, and in organizing it, I spent quite a bit of time talking to those giants, or should I say listening to them. I learned an enormous amount about “the early days.” This post describes the important work of one of those fellows. 

A-Space Past and Future

This week marks the second anniversary of the first live internal demo of the intelligence community’s A-Space project, groundbreaking for the IC in its goal of collaborative use of social media across agency lines. Somewhere in Maryland, a remarkable government employee and friend named Mike Wertheimer should pause and quietly celebrate the fruition of his early evangelism for it.

I was still a government employee then, but wrote about the effort at the time here on Shepherd’s Pi (“A-Space: Top-secret social networking“). It makes me chuckle to remember back to those days when it was still mostly unheard-of for IC employees to blog openly on the public web about current technology projects. Now you can’t shut ’em up! 🙂

DCGS Worldwide Conference 2009 is next week

US Joint Forces Command is sponsoring next week’s third annual DCGS Worldwide Conference in Virginia Beach, and I’m looking forward to participating on a great panel. If you don’t know much about the world of the “Distributed Common Ground/Surface System,” you can find some slightly dated background information at http://www.globalsecurity.org/intell/systems/dcgs.htm. DCGS is in many ways all about ISR, or intelligence, surveillance, and reconnaissance – as well as their integration throughout the defense intelligence enterprise through the network of JIOCs (Joint Intelligence Operations Centers) and elsewhere.
 
There aren’t a lot of unclassified guides to the DCGS and ISR world for me to point to out on the web as background, although an anti-war group has posted a draft version of Army Intelligence Field Manual  (FM) 2-01, Intelligence, Surveillance, and Reconnaissance, which you can read in html format here.
 
 
The conference’s overall goal is “bringing together program offices, developers, and users to focus on establishing a fully integrated and seamless Enterprise in support of the warfighter.” Quoting more specifically from the conference material, “The conference objectives are to:
  • Improve knowledge of DCGS and JIOC capabilities for security, engagement and relief and reconstruction activities
  • Increase the utility and value DCGS provides to Irregular Warfare and General Purpose Forces operating independently, and through increasingly lower echelons
  • Markedly improve the ability to integrate with U.S. agencies, coalition forces, and other partners across the ISR enterprise
  • Inspire new thinking in areas of acquisition of ISR services, DCGS capability metrics, and the rapid delivery of intelligence solutions to the warfighter.”
 
The panel I’m participating on is titled “Amplifying ISR: Bringing Proven Advanced Video Processing Technologies to the Warfighter Now,” led by my good friend John Marshall. Below is the line up of the panel, which will focus primarily on the key topic of how to exploit and manage the waves of information coming off the profusion of unmanned aerial vehicles (UAV’s) around the world.

A few words about a few great Pentagon leaders

I was thinking about the Pentagon over the long weekend – appropos, given the Memorial Day celebration. But my thoughts were also sparked by viewing a 9/11 documentary, reviving all the memories of that dark day’s attacks on New York and Washington – which ultimately led to my joining the ranks of defense intelligence for a while.

DNI Flags at Half-Mast

Only the second-ever Director of National Intelligence, Mike McConnell, resigned today effective immediately. As the Associated Press reported this afternoon in the wake of the announcement, “Lt. Gen. Ronald L. Burgess, Jr. is temporarily serving as acting national intelligence director… McConnell’s letter did not explain why he resigned before the Senate’s confirmation of his replacement. President Barack Obama has nominated retired Adm. Dennis Blair to be the next national intelligence director.” 
Analysis:  Given the impending Senate hearings on Denny Blair’s confirmation and the expected smooth sailing, most people I know were mildly surprised that McConnell jumped ship today, rather than waiting for a formal turnover to a confirmed Blair. McConnell has had a solid, successful track record of leading the IC in an era of long-needed reform, while contributing to a track record in his tenure of zero terrorist attacks on American soil.

odni-red-flagsBut then my inbox pinged with another notice from the Office of the DNI: release of “The 500-Day-Plan Update at Day 400” (download the PDF version here).  It contained a graphic depiction of the troubling challenges remaining – actually using graphic “red flags” to mark areas at risk.  More on the flags below.

Those who work in and with the intelligence community have been intimately familiar with the DNI’s 500-Day Plan.  When it was first drafted I was still in government and had my tiny slice of input into its composition through the interagency review process. Its release was hailed by some (“ODNI Earns Kudos for 500-Day Plan,” in Federal Computer Week) and greeted with a yawn in some sectors of the community itself. “Another reform plan? Swap Panetta and Blair: A Modest Proposal

First, a quick story from when I was working in government.

Not long after the initial establishment of a “Director of National Intelligence,” the DNI CIO held an inaugural “DNI Information Sharing Conference” in Denver in the summer of 2006. I was asked to sit on a panel about “Innovation across the Intelligence Community,” representing the Defense Intelligence Agency and sharing the stage with two counterparts, from the CIA and NSA.  Our panel chair was Mr. CJ Chapla, then the Chief Technology Officer (CTO) of the old Intelink Management Office, redubbed “Intelligence Community Enterprise Services,” an office now under the Office of the DNI (ODNI). CJ asked the three of us to describe briefly the goals and projects we were each working on, and in seriatim that’s what we did for 90 minutes or so.

When it was time for questions, the very first audience-member asked: “It seems that each of you are independently working on, and paying for, very similar kinds of technology projects. It would make sense to combine or rationalize the work, so why are you continuing to do it independently?” Continue reading

I’ll wade into the breach again, of analyzing (and trying to anticipate) some national-security appointments for the new Obama Administration.  Today I must admit that I’m taken with the latest reportage from the U.K. Spectator – a quite conservative publication not usually known for its closeness to the Obama inner circle.

Google and Microsoft sign up for military duty

Fact: A September 2008 article in the Michigan Business Review holds that “An estimated 70 million people do have access to basic personal health records through their health insurers, with millions more scheduled to receive the service this year, according to health care benefit company Aetna.”  But that doesn’t mean they’re using a PHR.  Aetna also did a study just last year (2007) with the Financial Planning Association, according to the same article and found that “64 percent of respondents said they didn’t know what a personal health record was and of those who did, only 11 percent said they were currently using one.”

Analysis: In the battle to expand access to and use of PHRs, there’s great news on the way for a significant portion of the country: our millions of men and women in the military.
